I have seen many units with the same simptom and that was always the solution for me. The 9VDC 1.2A should be fine BUT you must make sure that the polarity is center negative. If it's center positive it's the same as not using a power supply at all (which doesn't help at all).

Did you check that the cable going the floppy was plugged in properly? Does it work when you hold down the R button on controller one when you power up?
