The labor is where I lose. I don't really want to put a bunch of labor into something like this if I'm not going to keep for myself (although I sometimes do on other things just because I'm interested in it).
The flash cart idea might be cheaper for someone to build themselves but I wouldn't want to touch it to sell to someone with a game in it. It's almost certainly a copyright violation and you could have an unfriendly knock on your door at some point. To keep myself out of trouble I'd only consider selling a translation that came with or was converted from a purchased copy of the original game.
Of course if you just sell an empty flash cart for development purposes that would keep it above board too.
