Your PC is not properly grounded

The outer casing of the parallel cable is supposed to be grounded. If there is voltage there, then your PC power supply is not properly grounded. Open the case and make sure that ground wire is connected! This is something that cheapo computer builders sometimes leave off, and as you've noticed it can be hazardous.

If there's enough voltage to make sparks, then you could seriously damage your SWC. The SWC is not grounded and neither is the SNES unless you connect the audio/video output to a grounded device. Which means that you also risk damaging the A/V output when connecting it to your TV if you've got that parallel cable connected.
