RGB on SNES... I got one of them! Question is... how do it working on a PAL SNES?

According to www.gamesx.com PAL SNES's output pin number 3 gives 11 V instead of composite in NTSC consoles.
I'm afraid of broking down my TV if I plug the scart (one of the pins (probably 20 (I don't know what it it)) is at +11V). Have I to cut it off from the scart in order to get a RGB working... or another better solution? Or the cable works now? (I didn't test it indeed).
