It's an SNES ROM utility program. You can find it in the utility section of Red #9, http://www.emucamp.com/red/UTILITIES/index.shtml . Open a DOS box in Windows and run "smc romname.smc".

On many ROM's you can shortcut the procedure and just run insnest to convert from SMC to Game Doctor. Try that first, however my recollection is that didn't work for SoM.
