These guys are from Hong Kong and I'm sure they'd love to sell to everyone. It may be to keep the Big N at bay that they put the disclaimer on the web site. I would try placing an order anyway, charge it to a VISA credit cart (not a VISA ATM card) and see if they let it go through. If they charge your card and refuse to ship and won't refund your money you can get VISA to cancel the charge.
