If you can get 1Mx8 or 2Mx8 EPROMs or Flash ROMs, you'd be able to wire them up to the Genesis without any extra electronics. But to my knowledge, there aren't any in a PDIP package, they're all in SMD packages which are pretty hard to solder with your bare hands.
I could draw a schematic using 2 4MBit Flash ROMs (=1MByte) wiring up to the Genesis if you want. But I'm sure there's already something like this out there in the 'net.
