About the largest 5V flash part you can buy is 32Mb so you'd need 16 of those on a cart to get the level you described. They wouldn't all fit in the SNES cart form factor so you'd have to design a super size cart. The SNES power supply won't power them all so you'd have to plug in an external power supply to it. You'd have to design at least some minimal hardware and develop a SNES software menu program to switch between games using your hardware. But yes, it's technically possible.

well, another minor problem is that such an amount of flash ram would cost you about as much as buying all those games.
