If you have a PAL SNES, then you need to make it run in 60 Hz, or the 60 Hz will not function 100% properly... Most games will, but there will still be some glitches here and there, or things that will make the game unplayable...
The best option for you will just be to mod your SNES with a 50/60 switch and buy a PAL SWCDX2. Then you'll be able to play 60 Hz ROMs on your PAL SNES, eventhough the SWCDX2 is PAL. Then just connect the SNES to your TV and the games will run in 60 Hz fullscreen picture.
The "PAL" SWCDX2 is PAL, because it has a PAL lockout chip... That's the only difference between PAL and NTSC SWCDX2. Oh, and note that for you to even get a 60 Hz picture on your TV, your TV must be fairly modern... 1994 and up.
