The packs work quite well on an emulator like Zsnes and (for Star Ocean) snes9x but as for playing them on a backup unit it won't work.

In theory you might be able to get it to work if you had enough memory on your backup unit to hold both the game ROM and the decompressed pack and you did a bunch of patching to the game code but let's look at Star Ocean:

Star Ocean has 48Mbits of compressed ROM. The decompressed pack is over 5MB which is 40 Mbits. 48+40=88Mbits. How many people do you know with an 88Mbit backup unit? I know exactly one so that method probably won't help you.

FEOEZ is even worse size wise.

If you recompress the data and use software decompression first off you won't be able to decompress the data as fast as the game needs it. Secondly, for Star Ocean you'll spend years trying to locate and replace all the data although in FEOEZ it's easy to find the data.
