Cant get Super Street Fighter 2 to work on SF Game Doctor III

I downloaded the rom and converted it. It converts into 4 files so I name them appropiatley and copied it on to 4 disks. Well the GD III only prompts for A,B,C ..... there is no D.

How do I get this game to work?
