1. The best place to look is dextrose (http://www.dextrose.com/dx_section_b2t.htm) - these are all the tools available on the scene. I haven't tried them so I can't say if any work or not.

2. Yamaneko is correct, there are two games: Conkers Bad Fur Day and Resident Evil 2, both of which have been successfully dumped so the tool must exist somewhere!
