how do i modify scart cables into jap 21-pin rgb cables?

I have an x-rgb2 upscan converter which doesnt accept scart rgb leads.......japanese 21-pin and scart cables are physically identical but i was told the pinouts are different. How would i modify the pinouts? I am no tech, and gamesx.com only shows diagrams I dont understand.
