If the lockout chip is the one with no chip numbers on it I replaced it and all I got was some coloured bands going up the screen.
Slightly more than I got with the original chip inserted.
There are no jumpers and there is an empty chip slot wich says 157 under it however there are two 74ls157 chips fitted above this one and they also say 157 under the chip
