I haven't verified it, but I think you are correct.

So you can save in the game and when you load in the game (without powering down) there is nothing there? Sounds like you're doing it correctly. One standard caveat -- you are using an external power supply for the Game Doctor I hope?
The GD probably has a self test function, run it a few times and see if the SRAM passes every time.
Do the games you have use a header on them? If so there could be a problem if the header specifies less SRAM than the game uses.
