TSF3 problem (Game Doctor SF7 transfer program)

I've been trying to use the tsf3.exe program found on Red 9 to transfer files to a Professor SF II/Game Doctor SF7 and it doesn't work. I found that GTool will work for sending game files to the GD but tsf3 handles more stuff like bram and saver data as well as reverse transfers from GD to the PC so I'm hoping to find a working tsf3.

I looked at the tsf3 code a bit and I have a hard time believing that the version I have could have ever worked for anybody. I might be able to patch it to work but it would take a lot of time. Does anybody know where I can find a version of tsf3 that they know works?
