Replacing PROMS with EEPROMs on a nes cart?

Is it possible to replace the proms on a nes cart with eeproms and put a nes rom onto the eeproms? I know the rom would need to be the same mapper as the cart I use. But, would this be possible? What about with flashram? How do you go about writing flashram? is there a flashram writer like an eeprom progrtammer? Thanks
