You could try replacing the voltage regulator

I have a gdsf3, and when I got it it would get to the menu, but I couldn't move the cursor or anything (sometimes got ram and disk errors too). I opened it up, and saw that there was like 2.3 volts comming out of the 5 volt regulator. I got a new one at radio shack, soldered it in, and now it works perfectly.

You might want to watch out which power supply you use, cause when I plugged the power supply from the nes into it, it fried the voltage regulator, yet the one for genesis works fine (something's odd with the nes power supply, but it works fine on the nes.) You might want to get two 5 volt regulators in case your power supply burns one out (then don't use that power supply anymore.)
