I used "80 00 09 00 00 00 00 00 AA BB 04" to start out the header (the rest are zeros). This looks like one bit different from yours but it's an important one. I think it helps differentiate between lorom and hirom games. What backup unit are you using? Try the above header on a virgin rom.
