Well, considering that a cartridge is technically part of the SNES hardware (it won't function without one -- it contains the operating system), it's safe to say that the 'BIOS' would be within a cartridge. Every type of computer device needs some sort of BIOS to tell it what to do when you turn it on. It wouldn't be by any means the type of BIOS you would find in a PC, but it does need a basic input output system to be initialized before it can perform any functions. There's no way around it.
