V64 CD rom Drive not getting voltage?

I just got a V64, and when I plug it in, the CD rom drive doesn't work.

The power supply is giving the right power (12.2 V and 5.1V) and the system is getting the power, but when it gets to the cd-rom power cable, the voltage drops to 4.5V, which is not enough to power the cd-rom drive. (even though I tested it, the 32x CD-rom does work in a normal pc) Now it is 4.5V at the end of the cd-rom's power cable, and it is 4.5V at the point where the power cable plugs into the V64.

Anyone have this happen before? The v64 works okay otherwise, but I don't understand why this one point on the board is not receiving the full 5.1v.

I was thinking of just by passing the system's power grid, and wiring the CD-rom's power directly to the point where the power supply enters the v64, or is that a no-no?
