Converting LoRom to HiRom and vice versa is not possible without recompiling a game. Mode 20 (LoRom) have their ROM mapped/structured in a different way than Mode 21 (HiRom). MOde 20 Roms consists of 32 kbits banks ($8000-$ffff), while HiRom banks are 64 kbits ($0000-$ffff). YOu see, a HiRom game trying to access address $1234 will fail as the copier doesn't have DRAM there.
