PAL SNES RGB?

Is the PAL SNES capable of RGB?
I have a RGB cable that works on my NTSC SNES, but not on the PAL SNES.
I hear sound, so it's not about the channels on the TV...
Also, I see small green and blue stripes when I put the SNES on, but then after a couple of seconds they "roll" down, and the screen gets black.
Any tip?
