I had a little trouble with UCON, too, when I first got it. I think this is the utility in which you can't use directories, pathnames, drives, etc. Therefore, just place UCON and the ROM you want to modify into the Windows directory. After that, simply open up your command prompt and type "Ucon ".
So, for example, if you want to convert a pro fighter .fig game- let's say lufia2- to .swc, then just type "ucon w lufia2.fig".
That's it! Happy ROMin'
